The Gmail Promotions tab is part of the inbox, not a deliverability failure. Messages landing there have been successfully delivered; they are simply categorized separately from Primary.
Promotions placement may affect visibility. Some users check Promotions less frequently than Primary, potentially reducing opens and engagement. However, many users deliberately check Promotions when they want to see marketing content.
Lower engagement from Promotions can create a feedback loop. If recipients rarely engage with your mail in Promotions, Gmail may eventually route you to spam. But this is engagement failure, not categorization failure.
