How do “softfail (~all)” vs “fail (-all)” vs “neutral (?all)” behave?

Softfail means the server is not authorized, but the domain is unsure whether to treat the message as spam.

Fail means the server is definitely not authorized and should be rejected or flagged.

Neutral means the domain provides no guidance. The mailbox provider must decide.
