How do bounces relate to engagement filtering?

What each measures:
Bounces: Technical validity of addresses. Engagement: Recipient interest and response.
Combined signal:
High bounces + low engagement = very poor list. Low bounces + low engagement = valid but unwanted mail. Low bounces + high engagement = healthy list.
