Can inbox placement vary for different recipients at the same provider?
Absolutely. Two Gmail users can receive the same message from the same sender and see different placement. One gets inbox, one gets spam.
User-level factors that affect placement:
Whether the user has engaged with this sender before. Previous actions like moving to spam or rescuing from spam. Contact list inclusion. Personal filter rules. Overall inbox behavior patterns.
Mailbox providers build individual user models. Your reputation with one user can differ from your reputation with another.
