Engagement segment optimization:

Identify engagement tiers: Highly engaged (opened recently), moderately engaged (opened within 3-6 months), disengaged (no opens in 6+ months).

Prioritize engaged: Always include highly engaged users. They generate positive signals.

Test moderately engaged: Include them but monitor performance. They may tip either direction.

Re-engage at-risk: Special campaigns to reactivate moderately disengaged before sunsetting.

Sunset disengaged: Remove chronically unresponsive addresses. They hurt more than they help.

Invest in relationships that reciprocate. Do not keep delivering to empty warehouses.
