What’s the risk of sending to known invalids under CAN-SPAM?

Sending to known invalids may be treated as negligent data management. While CAN SPAM is an opt out law repeatedly sending to addresses that produce hard bounces violates the Terms of Service of major ESPs and signals to mailbox providers that you are not maintaining your list which harms your reputation.
