What’s the difference between suppression and deletion legally?

Suppression keeps a record of the address in a hashed or pseudonymized form to prevent future emailing. Deletion removes all personally identifiable information entirely. Suppression must be retained to honor opt out requests because if you delete the address completely you may accidentally re acquire it and email the person again which is a compliance failure.
