How does Gmail’s “Categories” tab fit into filtering?

Gmail Categories organize messages that have already passed spam filtering. The tabs (Primary, Social, Promotions, Updates, Forums) are a sorting mechanism, not a spam verdict. All categorized mail is in the inbox.
