What it really measures
Individual hosts doing something wrong. Most entries expire in a few hours, and repeat offenders stay longer.
What to think about
Pofon suggests not asking at all if nobody is actually blocking you. Clean up and wait, since getting removed and listed again lengthens the next stay.
How to get off it
Usually you do nothing, because it expires. If it is causing a real problem, the form asks for the IP or domain, your name, your email, your reason and who the administrator is. Read its terms first: submitting gives the operators wide rights over what you send, including your personal data.
