Is email deliverability the same as email delivery?

No. Delivery only confirms that the receiving server accepted the message. It says nothing about where the message was placed.

Deliverability measures whether the message reached the inbox, promotions tab, spam folder, or nowhere at all.

Delivery is the ship reaching the harbor. Deliverability is where it is allowed to unload its cargo.
