The 2024 requirements apply to bulk senders defined as those sending 5,000 or more messages per day to Gmail addresses (Gmail's definition) or similar volumes to Yahoo addresses. This threshold applies to the sending domain, not individual campaigns.

The bulk sender classification considers your entire sending operation. If your organization sends 5,000 daily messages across multiple campaigns, lists, or purposes, you qualify as a bulk sender subject to all requirements.

Even senders below this threshold benefit from compliance. The requirements represent best practices that improve deliverability regardless of volume. Smaller senders face less strict enforcement but still experience better results when following the same standards.
