What’s the difference between “user complaint” and “ISP complaint”?

User complaints originate from individual recipients clicking the spam button or reporting your mail as junk. Each complaint reflects one person's opinion about your message.

ISP complaints are systematic reports from mailbox providers based on aggregate abuse patterns. The ISP files a complaint because your sending behavior violates their acceptable use policies, regardless of individual recipient actions.

User complaints accumulate into reputation scores. ISP complaints often result in direct enforcement actions like blocks, throttling, or suspension requests to your ESP.

User complaints are individual merchants complaining about your cargo. ISP complaints are the harbor authority filing charges based on your shipping patterns. Both damage reputation, but ISP complaints often carry immediate consequences.
