Why does email scale better for one-to-many communication?

Because the SMTP protocol was designed for it.

From the early days of ARPANET mailing lists, such as SF LOVERS, it showed that one message could be copied efficiently to many recipients.

A chat app is a speed boat carrying a handful of people. An email is a cargo ship that can deliver thousands of containers to ports worldwide with the same effort.
