Why didn't my HubSpot bill go down after I cleaned up my contacts?

Still have a question, spotted an error, or have a better explanation or a source we should cite?

A contact tier in HubSpot is the band of marketing contacts you pay for. It moves up by itself the moment you pass it. It only moves down at renewal, and only when you ask.

So the clean-up you did in March does not show on April's bill. Go over your tier by even one marketing contact and you move up. You pay the higher tier until your renewal date, even if the count drops later. HubSpot does not lower tiers mid-term.

What a clean-up does do. It stops the next jump. Contacts you set as non-marketing stop counting from your next update date: the first of each month on a yearly plan, your renewal date each month on a monthly plan. Deleting frees room too. Neither one lowers your tier on its own.

Set them as non-marketing rather than delete. It does the same job and keeps their record and opt-out. A permanent delete in HubSpot drops the unsubscribe. If that person later fills in a form, they come back as a new record with nothing to say they must stay off your list. Their bounces and spam reports do come back, and after a restorable delete the unsubscribe does too. If you do delete, keep a do-not-email record first. More on what a delete does in each tool.

How to get the lower tier. You ask. Contact your HubSpot Contract Manager (Professional or Enterprise) or send an email support ticket (Starter) at least five business days before your renewal date. Professional and Enterprise are yearly commitments, and auto-renewal is on by default unless your Order Form says otherwise.

Stop the next jump. Set a maximum number of marketing contacts under Account & Billing, then Marketing Contacts. After the maximum is reached, new contacts are set as non-marketing. HubSpot also emails billing contacts as you reach 75, 90 and 98 percent of your tier, and again once you pass it.

The tier sets your send limit too. 5 times your tier a month on Starter, 10 times on Professional and 20 times on Enterprise.

So the cheapest time to check a contact is before you mark it as marketing.

Ask an AI. Copy this into ChatGPT, Claude or a similar assistant, fill in the blanks, and keep going with your own case:

I use HubSpot Marketing Hub [Starter, Professional or Enterprise], billed [monthly or yearly], with a tier of [number] marketing contacts. My renewal date is [date]. I have [number] marketing contacts now and about [number] I could set as non-marketing. What do I need to do, and by when, to renew on a lower tier without losing anyone's opt-out?

Sources. HubSpot's own pages, read 21 Oct 2026, re-checked 23 Oct 2026, every quote still word for word:

  • Understand marketing contacts billing (last updated 14 Aug 2026): "If you exceed your current tier by even one marketing contact, you'll be upgraded to the next contact tier." "You are billed for the higher contact tier until your subscription's next renewal date, even if your marketing contact count later drops." "HubSpot doesn't downgrade contact tiers mid-term. Downgrades can only happen at renewal." "You can change a marketing contact's status to non-marketing at any time, but the change won't take effect until the next update date." Deleting "will free up capacity for other contacts to be set as marketing. However, it will not automatically downgrade your marketing contact tier". Contact "your HubSpot Contract Manager (Professional or Enterprise accounts only) or submit an email support ticket (Starter accounts) at least five business days prior to your renewal date." "After the maximum is reached, additional contacts will be set as non-marketing."
  • Review your upcoming renewal: "For Professional and Enterprise subscriptions, this must be an annual commitment." "Auto-renewal is enabled by default unless specified otherwise in your Order Form."
  • Products & Services Catalog: "Your email send limit is based on the number of contacts you purchase".
