How does inactivity measurement differ across ESPs?

Each ESP defines inactivity differently.

Some count opens even from proxies. Others count only real opens. Some combine opens and clicks. Others rely entirely on clicks for accuracy.

The result is that two ESPs may classify the same subscriber very differently.
