Why do Gmail and Outlook handle images differently?

Gmail.com always routes images through its proxy for security and performance.

Outlook behaves differently across versions. Outlook.com (webmail) often loads images automatically. However, desktop versions such as Outlook 2016 or Outlook 2019 are famous for blocking images by default, requiring the user to manually choose “Download Pictures”.
