What is a pct= tag?

The pct tag controls what percentage of failing mail is subject to enforcement. The default is pct equals one hundred. This tag only applies when p is set to quarantine or reject. It has no effect under p equals none. A value of fifty means half of all failing messages will be quarantined or rejected depending on the primary policy.
