Who should implement ARC — senders or receivers?

Receivers and intermediaries implement ARC. Senders do not sign their mail with ARC. ESPs, mailbox providers, forwarders, and mailing lists handle ARC during transit. Only the intermediaries are responsible for inserting ARC headers.
