Why is ARC needed for email forwarding?

Forwarding changes the environment:

The IP changes which breaks SPF.

The body or headers may change which breaks DKIM.

DMARC alignment usually fails after forwarding.

ARC gives mailbox providers a way to trust forwarded messages even when technical authentication fails downstream.
